The concept is simple: rather than build a high dam, just divert water far upstream and run it downriver in an enclosed conduit and then generate power out of the high pressure flow down at the bottom. This is the last remaining section of the old, original wooden slat and hoop pipeline, about 150 yards of it. The rest has been replaced with modern steel conduit. The wood is deteriorating and it is leaking like a sieve. Actually they have recently plugged some of the bigger leaks. Last year there was one hole blowing out a flume 100 feet laterally.
